The city of Johnstown is making strides for city employees with a new health care plan.  The Tribune Democrat reports the change of insurance will save the city more than one hundred and fifty thousand dollars.  The arrangement is only a place for one year.  Johnstown is also getting a one million dollar loan from First Summit Bank.  The Tribune says the money will be used for transportation garages, new police cruisers and public works trucks.
