Penn State says it's not paying its first fines to the NCAA until the Association asks for it.  The University owes a 12 million dollar installment as part of the sanctions the NCAA imposed in light of the Sandusky scandal.  In the meantime a lawyer for the University is asking the NCAA to decide exactly who is going to control that money.  Lawsuits are pending and that could determine if fine monies stay in Pennsylvania or are distributed nationwide.  Just last week Governor Tom Corbett saw his lawsuit thrown out by a Federal Judge.  He was looking to have all the sanctions including the fine reversed.
