Two people are facing several charges to a kidnapping, torture, & rape incident. It happened at an apartment on 7th St. in Altoona between 5:00PM Monday & 1:00AM Tuesday. According to the Altoona Police Dept., Justin Keller & Tara Sprankle have been charged with kidnapping, robbery, aggravated assault, unlawful restraint, and other related charges. Keller was also charged with rape & involuntary deviate sexual intercourse. Police say the male victim owed Sprankle $700 from a previous drug debt. When he arrived to the apartment Monday night, police say Keller allegedly attacked the man, handcuffed & taped his legs together, then tied him in a chair. Police then say the victim was tortured over several hours, including being shot with a BB gun, burned with cigarettes, & beaten. Another man police later identified as Benjamin Phillips came to the apartment to help Keller watch the victim. Police say he joined in on the assault. Police say Sprankle left the apartment to try to get the money the victim owed to her from a family member. According to police, the victim was raped by Keller when Sprankle was away. He was released by the three suspects. Police say he walked home & called the department. The victim suffered significant injuries & is in serious condition at UPMC Altoona. Police say they recovered handcuffs, tape, BB guns, a chair, & strips of tape with hair stuck to it after serving search warrants on Sprankle's apartment & a vehicle Keller was driving.
