Police say an Altoona man is facing felony animal abuse charges after he was seen dragging and carrying a puppy along the street by a leash attached to her collar.
Officers say they were called Nov. 29 by multiple people who saw 41-year-old Clifford Jones Jr. dragging the puppy along 10th Street.
According to a criminal complaint, one of the witnesses filmed the incident and the video showed Jones dragging and lifting the puppy off the ground by her collar and carrying her for a short time.
Police say they spoke with Jones who claimed he was teaching the puppy to walk on a leash.
Officers say they examined the puppy and found she was bleeding from her nose and had a bloodshot eye.
Police also noted the animal would not put weight on her front right leg.
According to police, the puppy also had lacerations on her stomach, paws, head and mouth.
A local veterinarian confirmed that the puppy’s right front leg had been recently broken twice and her left front leg had been broken too, the complaint says.
Authorities say Jones was the only person living at his home and the only person taking care of the 12-week-old puppy.
He has a preliminary hearing scheduled for Jan. 13.
