Penn State had a chance to tie the game with a fourth down play at the Nebraska 13-yard-line but QB Will Levis was forced to throw the ball away.
The Nittany Lions had two first half turnovers, including a fumble that was returned for a touchdown.
Penn State will host Iowa next Saturday. Kickoff time and broadcast channel have not yet been announced.
