Police say in late July, Festus Brown Jr., Of Silver Spring, assaulted the girl at a Summerhill Township residence.
Police say a witness saw Brown with his arm around the girl, and that the child had struggled to get out from underneath him.
Brown has been charged with third-degree felony corruption of minors and a misdemeanor for indecent assault.
He is being held in the Cambria County Prison
