While the deadline to request one is tomorrow, The Department of State is telling people they may want to soon consider not sending it back in the mail.
They recommend not to send them back through the mail when it gets to less than a week before Election Day to ensure that the ballot gets back to your county election’s office on time.
Pennsylvania’s acting secretary of state Leigh Chapman said that while they have been working with the U.S. Postal Service to alleviate this problem, and the postal service does try to expedite the back and forth when it comes to ballots, the department has been getting reports of requested ballots not getting to people in a timely manner.

There is another option you could do if you’re unsure your mail-in ballot is going to make it back on time, but it involves showing up for in-person voting.
If you still have it, you can bring the ballot and the self-addressed envelope to your polling place to be voided. After you surrender them and sign a declaration, you can then vote on a regular ballot.
If you don’t have them, you can vote by provisional ballot at your polling place. Your county election board will then verify they didn’t get a mail vote from you before counting your provisional ballot.
